$554 Million Bond Referendum Set for November 8
 

That crunching sound you heard at lunch Tuesday wasn't coming from 300 Rotarians munching fried fish from the Adam's Mark buffet.
 
It was Harry Weatherly pounding out the numbers associated with the $554 million bond referendum that goes before voters November 8.
 
As Director of Finance for Mecklenburg County, Harry has been responsible for putting together the bond package designed to help fund new projects in four key areas over the next several years.
Those areas include:
 
1. LAND -- $66 million in bond revenues would be spent on land acquisition by Mecklenburg County. The land would be used for schools, libraries and other public facilities as well as for Mt. Island Lake watershed protection.

2. LAW ENFORCEMENT -- $14.5 million is earmarked for youthful offender housing intended for young inmates who are too old for juvenile facilities but not old enough to be placed in adult facilities. An additional $3.8 million will be used for construction of a new 3,400 square foot inmate training facility. "If someone learns a trade and can get a job, they don't tend to come back to come back to jail," Weatherly said. "They have a livelihood."

3. COMMUNITY COLLEGES -- $46.5 million in bond funds will be dedicated to improving Central Piedmont Community College campuses, including construction of a new culinary arts facility, expansion of dental assisting facilities and renovation of buildings and parking decks and road construction.

4. SCHOOLS - The largest portion of the bond proceeds --$427 million -- will go to local schools to provide for growth and replacement of aging facilities. Weatherly said the school system is facing a population increase of 53,000 students over the next ten years. Bonds will be used to finance a total of ten new schools - 7 elementary, 2 middle schools and one new high school.
 
Harry explained that a big priority is to maintain the county's AAA credit rating, noting that Charlotte is one of only 12 places in the United States that has a AAA rating at the municipal, county and state levels.
 
In closing, he challenged the group that "each of us as voters need to make a decision: Are the needs worth the cost? That's something you have to decide."

þ Sympathy is extended to John Armistead and family upon the death of John's father, John Armistead, Jr., on Monday. The family will receive friends at the Cypress Club from 5:00 - 6:30 Tuesday. Funeral services will be Wednesday, 1:00, at Christ Episcopal Church.
                     
þ Rotarians and their guests are encouraged to attend the Rotary Foundation Dinner scheduled for November 10th at the Renaissance Charlotte Suites. Ken Morgan, Rotary International Director, will be on hand to address the group. If you would like to attend, please notify Sandy or Luther Moore before October 26. Tickets are $35 per person.
  
þ Presbyterian Hospital will provide FLU SHOTS at the Rotary meeting on November 15th. The nurse should be set up around 11:30 and will also be available for a while after the close of Rotary. The cost is $25.

CRISIS ASSISTANCE MINISTRY

November marks the 6th year Rotarians have collected warm clothing for men, women, and children served by Crisis Assistance Ministry. A table will be set up in the parking lot of the Adam's Mark Hotel where you can begin dropping off donations next Tuesday, November 1st. If you require home pick-up, please call the Rotary office to schedule. Blankets, coats, and backpacks or duffle size bags are also needed.
