ABC Board Regulates Liquor Sales; Protects Community Welfare

Calvin McDougal, Chief Executive Officer of the Mecklenburg County ABC Board, came to Charlotte Rotary Club Tuesday prepared to debunk myths and offer reasons why Rotarians and the community at-large should care about the five-member board's work.
 
Calvin, who was introduced by Rotarian Floyd Davis, said many people assume the ABC stores are state-owned and that liquor prices are set by the state.
 
Not so.
 
The 150 ABC boards across the state serve as a regulatory arm and have no financial interest in ABC stores, McDougal said. And, while the boards establish a formula for pricing, it is suppliers - not the board - that sets the actual price for a bottle of spirits.
 
With the help of potent visual aids - mini-bottles of Skyy Vodka placed at each table - McDougal showed how proceeds from a $22.95 liquor bottle are distributed. (The answer: $12.02 represents the ABC Board purchase price, $5.83 in state taxes, $2.53 in ABC operation cost, $1.39 to local government, $0.74 to alcohol education and $0.43 to law enforcement.)
 
McDougal underscored the important role of education in the ABC program. North Carolina implemented a state-wide alcohol education program in 2000 to address societal ills that result from "inappropriate consumption". He said Mecklenburg County is the only ABC board in the state with its own local education program.
 
While the state mandates that five percent of profits be invested in education, Mecklenburg County invests 18%, more than three times the state requirement. The local ABC board has returned $40 million in resources since its inception to help with education and abuse-related issues.
"Our job is not to stimulate the sale of alcohol, but to manage it," he said. "We also provide a quality of life service, protecting the welfare of this community responsibly doing our job."
 
Rotarian Charlie Williams, who serves on the North Carolina ABC Commission, joined Calvin at the head table.

DONOR ADVISED FUND
Mike Hawley provided information a couple weeks ago on the club's effort to establish a Donor Advised Fund through The Rotary Foundation. This tax-exempt, 501(c)(3) fund, will be used to accumulate contributions that will be distributed for charitable causes designated by the Board of Directors of the Club. Checks may be sent to the Rotary office and must be payable to "The Rotary Foundation-Donor Advised Fund (Rotary Club of Charlotte #6006).

HABITAT FOR HUMANITY
Ken Samuelson kicked off this year's Habitat for Humanity project by asking those that volunteered on previous projects to step over to a table without a volunteer and give a little testimonial. The strategy apparently worked, as fifty-one volunteers signed up for duty. Also, thanks to Steve Meckler for finalizing lunch that will be provided from Sonny's Barbecue on March 17th. PLEASE NOTE an error in a date reported on the schedule: Finish Painting/Cabinets reported as Saturday, March 30 should be changed to Friday, March 31. The schedule is available on the club's website, www.charlotterotary.org, for viewing and sign-ups.
   
DISTRICT AND CLUB DATABASE
A link has been added to the website for quick access to the District and Club Database. The database is quite helpful if you're in need of a member's contact info and don't have your club Roster with you. Click on District 7680, and at the sign-in, enter your email address and Rotary International member number. Remember to save this log in info so you don't have to enter it again. Your RI number can be found on the label of your Rotarian magazine or by calling the Rotary office. Let Sandy know if you have problems with access.
